Founded in 1900 as the Hamilton Otto Coke Co in New Miami, Ohio, this iron and steel maker became one of the two suppliers of molten metal from open hearth furnaces to the Armco Steel Company. The 704 pulled a train of ladle or hot metal cars from the basic furnace to the steel-making furnace. This run usually began and ended in a single yard, but the B&O ran a hot metal train between Hamilton and Middletown, Ohio.

Just before this locomotive emerged from Eddystone, Armco bought the HC&IC. This Consolidation was basic transportation with few frills. Its cylinders used 8" (203 mm) piston valves. The line had only modest grades of 1 1/2% and 20 degree curves.
