J W H Rae designed these Pacifics as fast freight engines to bring fresh fruit east to the capital (and largest city) Buenos Aires. Although attributed to Kitson, this was in fact a joint venture between that manufacturer and the Talleres Liniers workshops of the Railway. The former produced the drivers, frames, cabs, and platforms and the latter assembled the locomotives using those new parts and components from older locomotives.
This design also formed the basis for the Class 15 Twelve-wheeler described in Locobase 11237.
