The QRIG says that this sextet was assembled out of parts stored in the Ipswich workshops such as the cylinders (produced for a never-built class) and the wheel sets (reused from retired B15 4-6-0s).

The class all received tenders weighing 22.2 long tons (49,728 lb) in 1932 (397), 1937 (398, 400-401), and 1938 (396, 399) and were redesignated B13 1/2s. Water supply more than doubled to 1,400 Imp gallons (1,680 US gal) and the coal bunkers now held 4 long tons (4.4 short tons). Adhesive and engine weight dropped to 27.2 long tons (60,928 lb). To counteract weight-balance issues, the sand box was moved behind the steam dome.

All were withdrawn in 1951, although 400 continued as ash hauler until 1972 and 398 served the Ipswich workshops until 1972.
