The RVPSC website explains that in April 1938, the railway found itself short of power and, rather than buying new locomotives from foreign builders, decided on an "ambitious" plan to build a locomotive of its own with a superheated boiler. Although some components had to be imported because of a lack of Brazilian suppliers, all of the other components were constructed by RVPSC at its Ponta Grossa office.

The 250 was delivered in September 1940.
