Data from Baldwin Locomotive Works Specification for Engines as digitized by the DeGolyer Library of Southern Methodist University, Volume 60, pp. 161. Works numbers were 41994-41995 in April 1915.

This pair of Prairie tanks were bought for the Tung Yu by Arnhold, Karberg & Company. The Tung Yu Railway was intended to bring coal from Chinchow to the port of Hulutao. Chinchow lay on the Peking-Mukden Railroad, in Liaoning Province in northeast China.

Specifications called for each of the pair to "To haul 400 gross [long] tons of cars and l% grade, 9,000 feet [2.75 km] long at 15 miles per hour [24 kph] provided journal friction deos not exceed 9 pounds per gross ton." The design was simple, using Richardson balanced slide valves, a plain firebox, and no superheater.
