Data from Baldwin Locomotive Works Specification for Engines as digitized by the DeGolyer Library of Southern Methodist University Volume 49, p. 131. Works number was 40865 in November 1913.

The Central was incorporated in 1911 to build a line between Manta, a Pacific port and Santa Ana, which lies 44 miles (80 km) inland on a bend in the Rio Portoviejo and about 85 miles north of Guayaquil. According to Baldwin's specs for the wood-burning #21, the construction plans included 3% grades, curves with radii as tight as 196 feet/60 metres (29 1/2 degrees), and rails weighing a mere 35 lb/yard (17.5 kg/metre). The road reached Portoviejo, about 25 miles (40 km) from Manta and opened through to Santa Ana on 4 May 1913. The C de E later projected a line 70 km (43.5 miles) south to Pajan

The company struggled to find financing for the line, especially after the government defaulted on most of the railway bonds it had issued. A 1918 US Commerce Department report said that the government had lent the C de E 100,000 sucres (US $48,670) "half to clear debts and the other half for completing certain works already in hand."
