At the time Frazar & Company ordered these two tanks for the Taiwan Sugar company, the island was a colony of Japan and more frequently known as Formosa. The engines operated on a dense network of narrow-gauge sugar lines in the southeast of the island that accumulated 3,000 km (1,863 miles) of track. Passenger service, while only a small part of the traffic, endured into the 1980s.
