This quartet of leading coupled-axle arrived as the first motive power for this west-central department in France.Changing fortunes in the mid-1870s led to the La Vendee combining with nine other failing railways to form the Chemins de Fer de l'État.
Renumbered as 0201-0204, the four engines served the Etat for far longer than they did the Vendee and even earned a new 21.001 class ID in 1909. A year later, Etat retired the 21-003 after 45 years in service. 21.001-002 followed three years later, and 21.004 closed out the class in 1917.
