The profusion of PLM 2-4-2s of the 111-400 series (Locobase 1102) led to a decision to convert 60 of them to Moguls. Apparently, the emphasis was on low cost as the boiler was barely changed as it was dropped onto a new chassis. The latter had to accommodate the smaller drivers of the freight-engine design.
