Drewry Car Company, Ltd began building BSA inspection railcars and from there established a good business in passenger railcars both in the UK and overseas.

Just after World War One, Drewry began offering small steam locomotives produced at Baguley's works. LM reported that the remarkably large firebox in the engine delivered to an Indian customer used improved Holden liquid fuel burners but could also take coal, patent fuel (i.e., briquettes), or wood. Its spark-arresting stack suggested such a heterodox approach. The oil tank held 6 1/2 cubic feet of oil.

LM explains the Baguley outside radial gear in detail. (See Locobase 9243 for another description.) Casting a verdict that the design "undoubtedly possesses meritorious qualities", the report said it was simple and inexpensive. All parts were well above the ground and did not overhang (useful in industrial settings) and the geometry was quite stable.
