According to Marsden, Thomas Parker designed these tanks to improve the pulling power of Manchester-area local passenger locomotives. After 24 had been produced, a "Class 3 altered" was introduced with a bunker 6" longer.

Although 3 were superheated in 1915, they were changed back in 1928-1934. The class proved resistant to push-pull operations as well and the 3 that had been convered in 1922 (plus 1 in 1931) reverted to normal control in 1936-37.

Although first withdrawals began in 1931 as Manchester-area service was partially electrified, the last two weren't retired until 1949.
