Designed by E Cusack to pull 310 tons at 60 mph on the flat, 280 tons up 1% at 30 mph. It served the heavy mail and passenger trains between Dublin and Broadstone. Belpaire boiler with inside everything except the connecting rods and painted a very attractive dark blue.

At the time of service entry, the Celtic was the heaviest locomotive to have been built in Ireland. As steamindex's summary notes, the size was accompanied by names that "added grandeur: Titanic, Celtic, Britannic, Atlantic, Majestic and Mercuric.
