The jury notes that these locomotives were intended for the Geneva-Pisa, Geneva-Ventemilligia, and Bologna-Porreta lines where the ruling profile included 1.2% adverse grades and curve radii of 250-300 meters (820-985 ft).

The jury also refers to 40 2-4-0s that had been displayed at the 1872 Vienna Exposition and comments that the current class differs in having smaller drivers and a leading bogie.
