This customer is difficult to identify. A contemporary notes says that Shokusan is often translated as "industry. But the term is broader than industry in the narrow sense since it also includes commerce, fishing, and mining." (p. 242, Modern Korea, 1944). Perhaps a better name would be "enterprise".
