The class leaders were built by Alco in 1918 with additional engines supplied by Shakakou, Kisha, and Kawasaki.

This is a pretty small Mikado, but obviously suited for the job as it was built in relatively large numbers. Suppliers ranged from Alco to Kawasaki to Seoul to Kisha, the last two Korean builders. At the 1947 partition, South Korea kept 131 and North Korea took the lion's share of 292.

The author credits Yuuji Oikawa with the information on earlier classes and reproduces a table that refers to these narrow-gauge engines as Hiyouki-8. Yet he also credits Oikawa with a table of specifications in which the class is referred to as the Nakiha class.
