R&LE's report noted the rapid pace at which the Paterson, NJ Cooke Works turned out this Consolidation batch. Serbia's representatives ordered seven engines on 12 January 1915, increasing the total to a dozen on 28 January. By 11 March, five had been shipped and the remaining seven left port a week later on 18 March.
