ISCOR was established under the Iron and Steel Industry Act, No. 11 of 1928. German company Debag built the first steel mill in Pretoria. Its first locomotive duplicated the Vryheid Coronation Collieries design described in Locobase 5406, including such details as the 8" (203 mm) piston valves.
