A relatively small narrow-gauge line, the SaB represented the 1896 amalgamation of three railways: Compa'fa del Ferrocarril de Santander a Solares, Sociedad del Ferrocarril de Zalla a Solares, y de la Compa'fa del Ferrocarril del Cadagua.
The Zalla a Solares had cost more than projected and taken more time since 1893 to build its line between the two named towns. From Santander the line reached Solares in June 1896 and Zorroza in August.
Baldwin didn't build very many 4-4-0 tanks - indeed, very fewer builders did, but they were a common variant on the S a B. Most were British-built
The second engine in this pair was named Solares. The two were the only Baldwins to serve the Santander a Bilbao. They were later sold to the Bilbao a Plencia.
