Short as the seven-mile N&SS was, its traffic levels demanded a strong engine. Five axles laid out in an all-adhesion layout allowed for the required tractive effort.
Through World War II, the 99 transferred freight cars in the Cleveland area. In 1948, the N&SS sold the 99 to scrap dealer Iron and Steel Products of Chicago.
