This Mogul was the only locomotive operated by the PBMC at the time on its 8-mile Puget Sound & Grays Harbor line in western Washington. The railroad was established in 1882 as a way to get logs to the West Coast's largest sawmill from Mason County. Ned Skinner and John W Eddy bought the PBMC in 1903 and held it for 20 years. Eddy would carry on and after World War II turn to sustainable tree-harvesting;.

2 was sold in 1917 to the Stimson Mill Company.
