(Thanks to Chris Hohl for his 4 April 2015 email correcting the tender's coal capacity.) Works numbers were 43282-43283 in May 1916, 45921-45922 in July 1917, and 49222 in July 1918.
Ticketed for Republic's Youngstown, Ohio operations, these powerful Moguls were intended to roll on 85-lb/yard (42.5-kg/metre) rail, scale 3% grades, and run around curves of 338-ft (103-metre) radii. The firebox had "two combustion tubes ...applied in each side of fire box with a steam jet to inject air into firebox, the same to be controlled by a globe valve in the turret." In addition, the specs required the "smokebox and firebrick arrangement ...to be such as to prevent show of smoke."

Most of the RI&SC Moguls (Locobase 13960) were sizable for their wheel arrangement and generated considerable tractive effort. This smaller engine was no slouch as a switcher, but used a boiler with evaporative heating surface area half the size of the others. But its superheater area promised very dry steam.

For some reason, Gene Connelly's list of Baldwin production doesn't include this single example of the standard RI&SC Mogul (Locobase 13960) delivered with a superheated boiler. Power dimensions remained the same and, remarkably, the combined heating surface area was nearly identical.

This burly Mogul switcher was expected to handle 4% maximum grades and curves as tight as 36 degrees on the Republic properties in and around the Birmingham (Ala) District. RI&S later identified the system as the Thomas & Sayreton Railway.
The 24 served the Thomas Works for over 40 years before being scrapped in 1955.
