Data from Baldwin Locomotive Works Specification for Engines as digitized by the DeGolyer Library of Southern Methodist University Volume 30, p. 187. Works number was 30191 in February 1907.

It's not clear to Locobase just what the corporate origins of the WV & S might have been, but a 1907 summary of American English Railroad Cases (Volume 47, p. 765, describes it as the Clear Fork Branch of the Norfolk & Western Railway. The 4 was required to handle 3% grades.
