Private development of sugar-cane plantations in the Virgin Islands was led by the West India Sugar Factory based on St Croix and run from Copenhagen, Denmark. Altogether, the "Bethlehem Concern" as it was also called because of its headquarters in Bethlehem operated 23 estates. The network of sugar-cane railways was quite similar in concept to those of Cuba, Puerto Rico, and especially Hawa'ii, which also had very small locomotives such as these two saddle tanks purchased by agent Carlos Rohr.
