This tank-frame engine (a Baldwin specialty) was originally ordered on 4 May 1917 by the International Engineering & Tracing Company, the Russian import. When Kerensky's Provisional Government took over for the fallen Czar Nicholas II, the new government cancelled slews of orders.

Builders redirected most locomotives so this engine was resold to Balfour, Williamson & Company, a major British-owned trading company in Brazil.

The 1 had three tanks, one of 210 US gallons (795 litres) between the engine frame rails that formed the sides of the tank and the other two in the usual side tank positions and holding a total of 265 gallons (1,003 litres).

The specs declared that the locomotive had to have coal and water capacity sufficient to run 7 1/2 miles (12 km). Their trains consisted of 25 loaded cars of nitrate, each weighing 3 1/2 metric tons (3.85 short tons), to be hauled up a 1 1/2% grade.

"Keryma" was a nitrate office for the Compania Salitera Keryma at Iquique.
