Similar to the Pacific built for the Sao Paolo at the same time and by the same works, this design, built to specifications supplied by Charles H Fox, the SPR's consulting engineer, also used a Belpaire boiler with side-by-side safety valves. The outside valves and cylinders used Walschaert's constant-lead radial valve gear. Each cylinder had a bypass valve to allow equalization of pressure at both ends when the locomotive was drifting with its steam supply shut off.
