Martin Coombs searched the records and came up with this inspection engine's likely origins:"Probably the ex-FC Ilo a Moquegua [a Peruvian railway] `passenger pony' [delivered by Rogers in 1872] named `EL HUANACO'. Rebuilt 1884 as an inspection saloon but in fact may well have been like that from new." [See Coombs's detailed discussion of Placilla's origins on his pages 34-25, especially note the illustrations.].
Although the arrangement suggests an 0-4-0T leading a sizable structure mounted over an extended frame supported by a bogie truck, Coombs discovered a counter description (p. 24) in a Rogers diagram: "Interestingly the end elevations are labelled `Front view' meaning the saloon end, and `Back view' meaning the chimney end - very logical for an inspection saloon."
Page 59 shows a later version of the inspection body work, which still included the engineer's footplate, but now offered two doors. Locobase wonders if the diminuitive 60 also served as a delivery wagon of sorts.
Still listed on the EFE's roster in 1928, the 60 probably was withdrawn by 1930.

This engine arrived as another Black, Hawthorn 0-4-2 in 1856. Years later the shops converted the Porvenir into a shunter by replacing the single rear carrying axle with a bogie and eliminating the tender.
Coombs found the Porvenir in a 1928 accounting, which described the locomotive as "obsolete or knocked-down."
