Data from Baldwin Locomotive Works Specification for Engines as digitized by the DeGolyer Library of Southern Methodist University, Volume 39, p. 190. Works numbers were 37056-37057 in October 1911 and 39380 in February 1913.
The Baldwin specs revealed the mixed ancestry of this pair of American-type Eight-wheelers. With regard to the driver diameter, wheelbase, the spring layout, and the boiler's center of gravity, the two were to be similar to the #6 of the Wester Railway of Havana (Locobase 12461).
Otherwise, the previously delivered #5 of the CC Rwy (Locobase 13068) would be the model "...and all details are to be identical as far as practicable, with the last named engines [sic], with the exceptions as noted in this specification."
The 11 was delivered with a small version of the Baldwin smokebox superheater that contributed 193 sq ft.
An interesting "Hereafter" note entered 30 January 1912 sought to improve the locomotives' appearance, should Baldwin built more for the FCCC: "Arrange the air brake pipes and air drums so they will be less conspicuous. R R Co suggests placing air drums of less capacity over the truck back of cylinders and secured to the frames instead of under running boards ...Lubricator pipes to steam chest to be placed under jacket."
