According to this German light military and industrial railroad website, Arnold Jung & Company created a catalogue of small locomotives types for rail gauges ranging from 600 mm to the metre gauge. Hidalgo was a code name used by customers in ordering a particular combination of wheel arrangement, gauge, and other components. (US builders Baldwin and Brooks issued locomotive catalogues that show a similar identification system, which was handy in cutting telegraphy costs.)
The FWM's example (Jung works #6041) worked for nearly 30 years in Hinckelhoven for the Sophia-Jacoba firm. After further service as a piece of brightly colored playground equipment, Hidalgo came to the FWM in 1981.
