Sturdy Prairie tank pair supplied as a part of a five-locomotive batch to one of the several pre-Imperial Goverment Railway lines that proliferated during Japan's first few decades of railroading. In 1898 the Hankaku had gained approval to build a total of 68.58 miles (110.4 km) of line. By 31 July of that year, the company had completed 14.22 miles (22.9 km).
The other three engines were a 4-4-0 trio shown in Locobase 9622.
