The balloon stack indicates a wood burner and, sure enough, the fuel capacity of the tender is given as one cord. It's quite unusual for a North American locomotive in coupling an all-adhesion six-coupled locomotive to a separate tender.
Located at the base of Bridal Veil Falls in Oregon, the logging road shared with other such lines steep grades (7%), tight curves (29 deg minimum radius), and light rail (40 lb/yard//20 kg/metre).
